A. Project Status Update (Chris Saad) - Chris is unavailable, item skipped.

B. Governance Task Force Draft Presentation (Elias Bizannes)

    + Task Force has absolute consenus on about 75% of the draft
    + Proposal for Steering Group to discuss how to reach a higher level of consensus
   
    John Breslin: 1) can any task force be formed by the action groups alone (i.e. w/o plenary or sg), or does that just fall under one created by the plenary?
    Elias: The community can effectively create a Task Force any time they want
   
    John Breslin: "an election is to be held via a process defined by the STEERING GROUP" may need to be tied down, unless it's defined somewhere else I missed...
    Elias: These rules still need to be further defined.

    John Breslin: 3) I am trying to figure out if Article IV:1 and IV:2 are like the robot laws - does that mean plenary makes decisions on anything that isn't covered by the SG?
    Elias: Yes, anything not directly covered by the governance is covered by the Plenary.  Plenary can also overule a Steering Group decision with a super majority.

    John Breslin: 4) Does Article X:3 simply refer to Article X or to the entire document (if the latter, maybe it should be moved elsewhere)
    Elias: The entire document.
   
    Dave Rudin: Is there a cap to the number of Members in the Steering Group?
    Elias: Not currently.
   
    Dave Rudin: How do you protect the balance between individual vs. corporate Memberships?
    Brett: Many models were explored.  As a volunteer body, the TF agreed to go with a simple individual model today and modify if a problem crops up.
   
    Christian Topf: What are the expected roles of the named Officers?
    Elias: We ancitipate falling back on Robert's Rules (RONR) to define their roles.

    Motion: Elias - Can Steering vote up/down on all the items the Task Force has already agreed up?

    [5:35:29 PM] greenbes says: I have to drop off.  If it comes to a vote, I vote "no".  I think that this document needs one more revision.  This isn't a question of making it perfect, it's just not ready yet.

Elias: Proposes setting up a secondary Steering Group teleconference for next Monday, June 23rd, at 21:00 GMT (as the next regular Steering Group teleconference is at 13:00 GMT the same day).

Elias will send an email to the Steering Group mailing list with the proposed plan of action.
