Guidance: the below motions are set out in order of importance ie, the motion to fix a time takes precendence to an ordinary motion to propose a new time. This is a summary from http://www.rulesonline.com/start.html#rror_02.htm Roberts Rules of Order are how we make decisions within DataPortability, so should there be a conflicting version here to Roberts, please inform Elias Bizannes

The 'quorum' required simply states the minimum amount of people required for the motion to take effect. For example, any one can propose a motion to vote on something. But it requires three people to state support that the issue can be adjourned or committed to.

Motion Description Minimum contributors to have quorum for the motion 
Fix the Time to which to Adjourn. This motion take precedence over any other. If it is the initial proposal, a minimum of 24 hours is required to ensure contributors of the DataPortability project across the world have adequate time to see it.
It can be amended and withdrawn.
Two
Adjourn. Motion used to end a discussion.
Three
Limit or Extend Limits of Debate. Motion to define boundaries of the discussion.

Postpone to a Certain Time. This motion is debatable.
Three
Commit or Refer. This motion is to commit the action group or to refer it for consideration by another action group.
